The county is trying to determine the level of connectivity residents have. Participation in the survey will help the county to determine if something needs to be done to improve access to the internet. If a lack of connectivity is determined, the county can look into what options exist to move forward and increase access for residents. So, if you want better access to the survey, you will definitely want to take the time to fill in the survey!
